The list is (unintentionally I'm sure) a pretty big rebuke of Cdl. Becciu. It's listed in order by birthday, oldest to youngest. So at the top of the list is all the non-electors who are over 80, and then once you hit the 1942 birthdays, it switches over to elector. And in the middle, sticking out like a sore thumb, is one non-elector designation. If you didn't know anything and were just glancing at the list, you would wonder why there's this random one non-elector that's not with the rest but in the middle of the elector portion of the list.
